Turkmenistan (formerly part of the USSR) banned corporal punishment by parents in 2002, but the Global Initiative to End All Corporal Punishment of Children wasn't able to obtain confirmation from the Turkmenistan government until recently.

Like many countries there's no easy way for the authorities to ensure that the law is obeyed, but in court cases involving child maltreatment there can be no defense of "reasonable chastisement".
